Phillip Burress was born and raised in Mt. Washington, Kentucky. During high school he worked to attain the rank of Eagle Scout in the Scouting America program and was honored as a Kentucky Colonel. He earned his bachelor’s degree in computer information systems from the University of Louisville and then worked to develop and maintain custom warehouse management systems for four years before deciding to pursue his interests in practicing law. He went on to earn his law degree from the University of Kentucky J. David Rosenberg College of Law. While in law school, Phil served as a Staff Editor of the Kentucky Journal of Equine, Agriculture, & Natural Resources Law and as an Ethics Committee Member of the Moot Court Board. Phil joined O’Bryan, Brown, & Toner as an attorney in 2025. His primary area of practice is insurance defense litigation. He is licensed to practice law in Kentucky.
In his free time, Phil enjoys exploring national parks with friends, traveling, and spending time with friends, family, and his Australian Shepherd, Luna.
